NORM is naturally occurring radioactive material: radium, thorium, and their decay products that come to the surface with produced water and hydrocarbons. During production it concentrates in scale, sludge, tank bottoms, and equipment, which is why it needs regulated handling and disposal.
TENORM is NORM that industrial activity has concentrated above background levels. Oil and gas production does this by moving formation water through pipes, tanks, and separators, where radium builds up. In practice, the waste an operator handles is TENORM, and the rules use both terms.
